“40주년 맞은 대구성악콩쿠르 국제콩쿠르로 격상 노력 필요”

유네스코 음악창의도시 대구의 위상에 맞게 국제음악콩쿠르가 필요하며, 40주년을 맞는 대구성악콩쿠르를 국제음악콩쿠르로 격상시키는 노력이 필요하다는 지적이 나왔다. 또 대구시 구·군 중 유일하게 소방서가 없는 남구 지역에 구·군간 소방대응력 균형과 미래 소방행정 수요를 고려해 남부소방서를 신설하자는 주장도 나왔다. 다음은 13일 열리는 대구시의회 제290회 임시회 제2차 본회의에서 진행될 시정질문 및 5분 자유발언 요지.

◇문화예술회관을 사진·미디어 거점으로 = 배지숙(문복위)의원은 시정질문을 통해 시민 미디어의 시대에 발맞춰 대구문화예술회관을 사진·미디어 전용 전시장으로 리모델링 해 우리나라 사진·미디어 예술의 거점으로 조성할 것을 제안할 예정이다.

배 의원은 지난해 성황리에 개최된 대구사진비엔날레의 성과를 되짚으면서 “코로나 기간임에도 보여준 대구사진비엔날레의 성과는 지역 시각예술의 새로운 도약 기회를 창출했다”며 “사진비엔날레가 열리는 대구문화예술회관을 우리나라를 대표하는 사진·미디어 거점으로 구축하는 것이 필요하다”고 주장했다.

◇남부소방서 신설 촉구 = 윤영애 의원은 5분 자유발언을 통해 구·군간 소방대응력 균형과 미래 소방행정 수요를 고려해 남부소방서를 신설할 것을 촉구한다.

윤 의원은 근래 우리 사회의 사회시스템이 고도화 되고 삶의 양식이 복잡해지면서 소방행정의 업무영역이 점차 확대되어 가고 있는 상황에도 불구하고 남구에는 대구시 구·군 중 유일하게 소방서가 없다는 점에 문제를 제기했다. 윤 의원은 남구에는 현재 8개 단지 3천700여 세대의 공동주택이 건설되고 있어 장래 소방수요가 급증하게 될 것이고 앞산을 중심으로 하는 산간 지역이 포함돼 있어 특화된 소방대응력 확보가 반드시 필요한 상황이라는 점을 들었다.

◇유네스코 음악창의도시, 국제음악콩쿠르 있어야 = 이영애(문복위)의원은 5분 자유발언을 통해 대구시의 유네스코 음악창의도시 위상 확립을 위한 국제음악콩쿠르의 필요성을 강조한다.

이 의원은 대구는 유네스코 음악창의도시이자 우리나라를 대표하는 공연문화도시로써 다양한 공연예술 중에서도 특히 음악 분야는 전국 유일의 오페라하우스와 클래식 전용 극장인 콘서트 하우스를 갖추고 있고, 이를 중심으로 지역예술인들이 활발하게 활동해 대구를 국제문화도시로 발돋움하는데 크게 기여하고 있다고 평가했다. 하지만 “공연문화도시 대구에 국제음악콩쿠르가 없어 장기적인 위상 확립에 어려움을 겪고 있다”면서 “국제음악콩쿠르를 보유한 도시가 되면 세계 최정상의 예술가들이 스스로 찾아와 문화를 교류하고 수준 높은 예술을 경쟁하면서 도시의 문화적 가치와 위상을 발전시키는 효과를 창출할 것”이라고 주장했다.

이 의원은 “대구에도 올해 40회를 맞는 대구성악콩쿠르 라는 권위 있는 음악콩쿠르가 있지만 대구가 진정한 유네스코 음악창의도시가 되기 위해서는 반드시 대구성악콩쿠르를 국제음악콩쿠르로 격상시켜야 한다”고 제안했다.

◇동구에 제2대구의료원 건립을 = 안경은(건교위·동4)의원은 5분 자유발언을 통해 공공의료 확충 및 의료불균형 해소를 위해 제2대구의료원의 동구 지역 건립을 제안한다.

안 의원은 제2대구의료원을 동구 지역에 건립해야 하는 이유로 △동구가 신서혁신도시, 대구스카이시티(K-2 종전부지), 안심뉴타운 등 인구증가에 따른 높은 의료수요가 예상되는 지역이고 △노인, 장애인, 국민기초생활 수급가구 등 취약계층 비율이 높은 지역으로 지역 간 의료 불균형 해소가 필요하다는 점 등을 꼽았다. 최연청기자

In addition, some argued that the southern fire department should be established in consideration of the balance of fire response between districts and counties and the demand for future fire administration in Nam-gu, where there is no fire department. The following is the summary of corrective questions and five-minute free speech to be held at the second plenary session of the 290th extraordinary session of the Daegu City Council on the 13th.

Rep. Bae Ji-sook (Moon Bok-wi) of ◇ Culture and Arts Center will propose remodeling the Daegu Culture and Arts Center into an exhibition hall dedicated to photography and media in line with the era of civic media through a corrective question.

Rep. Bae said, "The achievements of the Daegu Photo Biennale, which was held successfully last year, created a new opportunity for local visual arts," and added, "It is necessary to establish the Daegu Culture and Arts Center as Korea's representative photo and media base."

◇ Urging the establishment of a Nambu Fire Station = Rep. Yoon Young-ae urges the establishment of a Nambu Fire Station in consideration of the balance of fire response power between districts and counties and future fire administration demands.

Rep. Yoon raised the issue that Nam-gu is the only district and county in Daegu that does not have a fire station, despite the fact that the area of fire administration is gradually expanding as the social system of our society has recently advanced and life style is complicated. Lawmaker Yoon pointed out that as 3,700 apartment houses in eight complexes are currently being built in Nam-gu, fire demand will surge in the future, and that it is necessary to secure specialized fire response power as it includes mountainous areas centered on Apsan.

◇ UNESCO Music Creative City, International Music Competition = Rep. Lee Young-ae (Moon Bok-wi) emphasizes the need for an international music competition to establish Daegu's status as a UNESCO music creative city in a five-minute free speech.

Representative Lee said that Daegu is a UNESCO music creative city and Korea's representative performing culture city, and among various performing arts, it has the only opera house in the country and a concert house, a classical theater. However, he said, "It is difficult to establish a long-term status because there is no international music competition in Daegu, a performing cultural city," adding, "If it becomes a city with international music competition, the world's top artists will come on their own to exchange culture and compete for high-quality art."

Rep. Lee suggested, "Daegu also has a prestigious music competition called Daegu Sungak Competition, which marks its 40th anniversary this year, but in order for Daegu to become a true UNESCO music creative city, it must be upgraded to an international music competition."

◇ Construction of the 2nd Daegu Medical Center in Dong-gu = Ahn Kyung-eun (Kongyo Committee, Dong 4) proposes the construction of the 2nd Daegu Medical Center in Dong-gu to expand public medical care and resolve medical imbalances through a five-minute free speech.

Lawmaker Ahn pointed out that △ Dong-gu is expected to have high medical demand due to population growth, such as Shinseo Innovation City, Daegu Sky City (K-2 former site), and Ansim New Town, and △The elderly, the disabled, and households receiving basic living.
